The SoCal Water$mart Turf Replacement Program pays $3 to $4 per square foot to convert live turf to drought-tolerant landscaping or artificial turf. For a 500 sq ft front yard, that’s $1,500 to $2,000 back. For a 1,200 sq ft front and back, it’s $3,600 to $4,800.
Most San Diego County water districts participate. The rebate amount and conditions vary slightly by district. Here’s how it actually works.
Who qualifies
You qualify if:
- You’re a residential customer of a participating San Diego County water district
- The area you’re replacing is currently live, irrigated turf (real grass, watered by sprinklers)
- The replacement is drought-tolerant landscaping or artificial turf
- You apply before removing the existing lawn — applications submitted after install do not qualify
You do not qualify if:
- The area is already dirt, mulch, or decomposed granite (not “live turf” anymore)
- You’re a commercial or HOA common-area customer (different program)
- You don’t have a current water account in your name at the address
The “must apply before removal” rule is the one we see homeowners trip over most often. Once your lawn is gone, the rebate is gone. We tell every homeowner to start the rebate application before scheduling the install.
The rebate amounts (2026)
The base rate across San Diego County is $3 per square foot. Some districts add a top-up for an additional $1 per sq ft. Check socalwatersmart.com for your specific district’s current rate — funding levels change with the water year.
A few examples:
- 300 sq ft front lawn → $900 to $1,200
- 500 sq ft backyard → $1,500 to $2,000
- 1,000 sq ft total → $3,000 to $4,000
How to apply (the process)
- Take pre-conversion photos of the area you plan to convert. The application requires photos of the existing live turf with the irrigation visible (you watering it counts).
- Submit your application online at
socalwatersmart.com/turf. You’ll need:- Your water account number
- Photos of the lawn
- Approximate square footage
- Description of the replacement plan (artificial turf is fine)
- Wait for pre-approval. Usually 2–4 weeks. You can’t start work until you receive the pre-approval email.
- Complete the install within the program window (typically 6 months from approval).
- Take post-conversion photos.
- Submit the completion documentation with photos and your contractor’s invoice.
- Receive the rebate check (typically 6–10 weeks after submission).

What counts as artificial turf for the rebate
The program requires turf that meets specific durability and permeability standards. Most premium-grade residential turf qualifies. We confirm spec compliance before quoting any rebate-program job. Cheap big-box turf often doesn’t meet the standard, even if it’s labeled as compliant.
Common mistakes
A few patterns we see homeowners make:
- Submitting after the lawn is gone. Disqualifies the rebate. No exceptions.
- Skipping pre-approval. Starting install before you have the pre-approval email = no rebate.
- Photographing the wrong area. The rebate covers the area you actually documented. If you photographed the back yard but installed turf in the front, you don’t get a rebate for the front.
- Letting the application window expire. Pre-approval typically lasts 6 months. If you don’t install within that window, you have to reapply.
Stacking with other incentives
In some San Diego cities, additional municipal turf rebates stack on top of the regional program. Check with your specific city — Encinitas, Carlsbad, and a few others have local programs.
We’ve not seen state or federal stacking on artificial turf in California. The SoCal Water$mart rebate is the main one.
What happens if funding runs out?
The program is funded annually. When funds for the year are exhausted, applications go on a waitlist for the next funding cycle. Apply early in the water year (program year usually starts July 1) for the best chance.
